The Public Utilities Board (PUB) is seeking a highly motivated and experienced Human Resource Manager to join its dedicated team. Qualification and Experience:  The person requirements:

  • Bachelor’s degree in HRM, ICT, commerce, marketing, or a related field
  • Relevant HRM knowledge and successful experience working in HRM
  • Relevant experience in computing functions applied to HRM
  • Experience in using ICT techniques and skills
  • Successful experience in quality management, reducing errors, the need for rework, and customer complaints
  • Maintains modern professional knowledge of relevance

 

The Role: The Manager, Human Resources leads the Human Resource Management (HRM) department, providing HRM services and processes for the organization.  The position serves as a crucial guide for members of staff and those in the management team, and supports both the General Manager, Corporate Services (GM) and the Chief Executive Officer (CEO).

The Manager, Human Resources is responsible for the HRM strategy and operations of the PUB, including advising strategic directions, reporting reform progress, ensuring efficient processes and merit-based decision-making for workforce planning, records management and reporting, and staffing recruitment, selection, appointment, onboarding, remuneration, handbook administration, training and development, performance management, and offboarding.

The Manager must support the ongoing organizational reform process, working to ensure change management that meets the CEO directions and goals, including strengthening quality and productivity in work practices, and PUB becoming an employer of choice. The Manager requires high level skills and knowledge in HRM as evidenced by successful experience and private studies, a management approach for decision-making, adoption of modern practices in the use of information and communication technologies (ICT), and a commitment to service delivery.

  • Ability to innovate to improve HRM process efficiency and transparent reporting, particularly in use of HR computing systems
  • Commitment to reforming management decision-making through use of computer systems and information provision
  • Ability to use modern data management systems to improve automation and management reporting
  • Commitment to adopting service-oriented HRM
  • Capacity and willing to be a strong manager as appropriate and to lead change
  • Good written and verbal communication skills.
  • Ability to advocate for a management decision even though it may face opposition
  • Strong interpersonal and relationship-building skills
  • High level of integrity and professionalism
  • Ability to analyse operational and procedural issues/problems and to develop a range of practical strategies and options for their resolution. Demonstrated ability to work independently and as part of a team to achieve both individual and workgroup goals.

 

Job Description:

Salary:  Grade 3.1 in the PUB pay scale.
